Agenda – BOD Meeting 7/29/21

2021 Summer Newsletter

Fourth of July Fireworks

The Darien Club Home Owner’s Association is asking those in the community to observe State and Local laws in regards to fireworks this weekend. Please remember our neighbors, their pets, and even wild animals are disrupted by fireworks displays, especially those of banned variety. We encourage you to attend local fireworks displays and enjoy the holiday.

Illinois law bans all types of consumer fireworks. However, according to the Pyrotechnic Use Act (“PUA”), certain fireworks are not identified consumer fireworks and therefore are legal.

These “unregulated novelty fireworks” include:
snake or glow worm pellets
smoke devices
trick noisemakers known as “party poppers”, “booby traps”, “snappers”, “trick matches”, “cigarette loads”, and “auto burglar alarms”
sparklers toy pistols, toy canes , toy guns, or other devices in which paper or plastic caps containing twenty-five hundredths grains or less of explosive compound are used, provided they are so constructed that the hand cannot come in contact with the cap when in place for the explosion and
toy pistol paper or plastic caps that contain less than twenty hundredths grains of explosive mixture.

While many Illinoisans cross borders to nearby states such as Indiana or Wisconsin to purchase fireworks legally, once you enter Illinois with these products you are in violation of the Pyrotechnic Use Act. Violations can lead to a $2500 fine and up to one year in prison.

Additionally, unlawful possession, use, or purchase of display fireworks is a violation of the Illinois Explosives Act, punishable as a Class 3 felony with a maximum penalty of five years in prison and a $10,000 fine.

The following are some of the consumer fireworks prohibited in Illinois:

Hand held fireworks
Bottle rockets
Firecrackers of any size or type
Sky rockets
Roman candles
Buzz bombs
Ground items other than those identified as Approved Consumer Fireworks
Pin wheels or any other twirling device whether on the ground or mounted above the ground
Sky Lanterns, the type of balloon which requires fire underneath to propel same

April 6th Meeting Summary

Another successful meeting is in the books with various topics being covered. Some of topics covered included:

  • The islands on Darien Club Drive will have their trees cut down by the city in the summer. They will then have new trees planted in the fall. By working with the city we will be able to save money and the city will maintain the trees going forward.
  • We are continuing to work on finding a solution for the mausoleums that are visible on Darien Club Drive. We are looking into the total cost of building a wall which could be installed in segments and other landscaping options.
  • We have contacted the city about the park. They say that it is slated to be updated in 2025 even though it was built in 1999. We need homeowners to continue to use their voice to get this done sooner. The Park District is having their April meeting on the 12th at 7:00. The meeting will be held at the Community Center on Fairview. If you cannot make it, try and call Bake Ertmanis at 630-968-6400 ext. 122 to voice your support.
  • Mail box inspections will begin soon. Please look under documents above for any mailbox services.
  • We continue to work to try and have Oak Trace improve the light pollution and screening for residents on Sweetbriar. The city of Downers Grove agrees that there is too much light. We hope to see some improvements soon and will look at other options should we not see progress.

We are starting a new commission focused on community events. If you are interested in joining other homeowners on planning the events please email Ellen.

Next Meeting – April 6 at 7:30

Our next meeting will be held via Zoom on April 6th. We will be discussing various topics and projects that are being worked on. Should you have any questions please feel free to email Ellen so she can add them to the agenda. Check back here for a meeting summary the next day.

Snow Removal

Management has received several complaints about the way people are cleaning their driveways and sidewalks.

No snow should be pushed into the street as this is a hazard and a violation of the city’s ordinance (below). Please respect your neighbors. We have had 37.4″ over the last 22 days and zero days of temperatures over freezing.

From the City’s website:

City of Darien Snow Ordinance

City Code Ordinance 9-3-1G prohibits parking on public streets or rights-of-way within the City during a snow emergency. A “snow emergency” shall be declared when the snowfall exceeds one inch (1″) during a twenty four (24) hour period. Such emergency shall continue to exist until the snow plowing operation has been completed and the snowfall has ceased.

During plowing operations, the City’s priority is getting snow off the streets to allow movement of traffic. Unfortunately, during the plowing process, snow will be pushed onto curbs and driveways. As a result, snow banks become higher and driveways can become filled with snow, an unavoidable process. Please do not push snow out onto the roadway or approach a snow plow to prevent snow from being pushed into the driveway. Both of these actions are dangerous. If possible, residents are encouraged to shovel several times throughout a heavy snow period to prevent snow filled driveways. Your patience and cooperation are appreciated.
